Every building in Nova Roma competes for your limited resources — labor, fertile land, and crop inputs. This tier list ranks all major buildings from S-tier (build immediately or lose) down to C-tier (niche luxury), so you can prioritize what keeps your city alive and growing. Rankings reflect current Early Access balance as of mid-2026 and weigh three factors: how badly your city suffers without the building, how efficiently it uses scarce inputs, and how well it scales from early game to Large City.

- Water infrastructure before housing — Aqueduct placement determines where your city can grow. Zone housing only after water coverage is confirmed.
- Food buffer is non-negotiable — Target production exceeding population demand by at least 20%. One drought season wipes thinner margins.
- Logistics trumps production — Granaries and Warehouses placed wrong will starve your city even with full food stocks. Transporter pathfinding is the real bottleneck.
- Exports out-earn taxes — Fine Wine is the strongest export chain. Push Denarii through trade, not tax rates that choke immigration.
Tier Definitions
- S Tier — Indispensable. Your city collapses without it. Build these first.
- A Tier — Excellent. Massively improves efficiency and unlocks key progression.
- B Tier — Solid. Useful in most playthroughs but situational in timing.
- C Tier — Niche. Late-game optimization or specific strategy picks.
S Tier — Build or Die
These four buildings form the irreducible core of any functioning Nova Roma city. Skip any one of them and your settlement collapses — not eventually, but within your first few in-game hours. Water, food, storage, and administration are the pillars every Roman city stands on. Aqueducts determine where you can live. Farms determine how many can live. Granaries determine whether the food reaching the fields actually reaches mouths. The Town Hall determines whether you can manage any of it. There is no substitute, no workaround, and no strategy that bypasses these four. Build them first, build them right, and everything else can follow.

Town Hall
InfrastructureThe administrative heart of your settlement. Unlocks citizen registration, worker assignments, and city statistics. Every new town begins with one. Without a Town Hall you have no way to manage your labor pool or track town-level metrics.
A Tier — High Impact
A-tier buildings separate a surviving city from a thriving one. Warehouses solve the logistics problem that causes phantom famine — full granaries next to starving citizens because transporters are stuck walking across the map. The Bakery and Winery convert raw crops into processed goods, which is the difference between a subsistence hamlet and a trade empire. Market Stalls provide the commerce interface where citizens convert their labor into Denarii, driving your entire economy. Research Centers unlock higher Farm tiers and advanced production chains — delaying research delays everything. The Shrine of Ceres costs little to build but protects against agricultural curses that can irreversibly tank a mid-game run. These are your force multipliers.

B-tier buildings are solid contributors that become essential in specific game phases. Housing upgrades (Worker → Artisan → Bourgeoisie) gate your labor pool — you need them, but you can sequence them around other priorities. Fishing Docks are the best early-game buffer against drought, but they fall off once your farming infrastructure matures. The Pub, Apothecary, and Prefecture form your quality-of-life layer: entertainment prevents mood crashes, healthcare prevents plague spirals, and fire response prevents catastrophic property loss. These buildings won't make or break your run in the first hour, but every experienced player learns to respect them before disaster strikes.

C Tier — Niche & Luxury
C-tier buildings are optimization targets, not survival tools. Docks, Hotels, and the Lighthouse form the tourism and export infrastructure that converts surplus production into Denarii at scale — essential for min-maxing revenue but entirely skippable while you are still stabilizing your basic food and water systems. The Restaurant, Cathedral, Social Club, Perfumer, and Candle Maker unlock at City or Large City rank, by which point your fundamental needs should already be handled. They squeeze out incremental efficiency and citizen happiness, but none of them will save a dying city. Build these when you need percentage-point improvements, not when you are fighting for survival.

Build Order Strategy
Phase 1: Survival (Years 0-2)
Place your Aqueduct first — survey the map, find the water source, and route coverage before placing a single building. Build Farms on fertile land with Granaries within 10 tiles. Fish from 2-3 Docks as weather-independent backup. Build a Shrine of Ceres and check the Religion Tab monthly. Keep population small — no mass-zoning of Worker Houses until water infrastructure is confirmed.
Phase 2: Foundation (Years 2-5)
Place Warehouses between Farm districts and processing buildings. Build a Research Center and push Farms to Tier 1 for Bakery and Winery access. Build Market Stalls in residential blocks to satisfy citizen needs. Upgrade Worker Houses to Artisan Houses as food and market access stabilizes. Establish at least one export chain — Fine Wine through Docks if coastal, or Bread as internal consumption backbone.
Phase 3: Growth (Years 5-10)
Push Farms to Tier 3 for Pub access (Hops, Potatoes, Tomatoes, Lettuce). Build Apothecaries and Prefectures in dense housing districts. Upgrade to Bourgeoisie Houses in your wealthiest blocks. Diversify into Iron Tools export if ore nodes are available. Establish a dedicated tourism town with Hotels, Lighthouse, and scenic routes for late-game revenue optimization.
Phase 4: Optimization (Years 10+)
Build Cathedral, Restaurant, and Social Club at Large City rank for prestige and citizen happiness. Add Candle Makers and Perfumers for Bourgeoisie luxury fulfillment. Fine-tune warehouse placement and transporter routes to eliminate bottlenecks. This is the victory lap — if you are here, your city fundamentals are solid and these buildings add the final polish.

Tiers are based on overall contribution to city survival and efficiency across all game stages — early settlement, mid-game expansion, and late-game optimization. We weigh four factors: how badly your city suffers without the building (criticality), how efficiently it converts inputs to outputs (efficiency), how well it scales from Small Town to Large City (scaling), and whether it unlocks downstream buildings or production chains (progression).
An S-tier building is one you feel the absence of immediately and irreversibly. A C-tier building is one you can skip entirely in most playthroughs without noticing. Rankings reflect community consensus and current Early Access balance as of mid-2026 — balance patches may shift individual placements over time.
